What you're experiencing is expected behavior since some illustrations in PowerPoint get imported to Storyline 360 by design.

SmartArt Graphics |
SmartArt Graphics will be imported as images. |

Non-Native Shapes |
PowerPoint shapes that aren't native to Storyline (e.g., heart shape) will be imported as images. |
