Issues with getting quiz questions wrong a second time and making Try Again layer work after second attempt

I'll start with your second question: you can set the Try Again layer's properties to Reset to the Initial State when revisiting the layer. You can do this by right-clicking the layer and choosing Properties.

The same solution won't apply to the base layer because you're not revisiting it. You just paused the timeline when you showed the Try Again layer. What I would do in this case is, on your Try Again layer, I would add a trigger to re-start the timeline of the base layer when the user clicks the button.

In the example below, True/False is the name of the slide, so it's referencing the base layer:
