I've limited my final assessment to 3 attempts. What happens if the student still doesn't pass?

In our LMS, if a student uses up their three tries, we would need to remove the student from the course, and then re-enroll them in the same course.

That would reset all of the student progress data, not just reset the tries for the quiz.

Some  Learning Management Systems may allow resetting the number of tries for a specific quiz only.
