Good news! We've released a fix, and the edit menu popup in the labeled graphic block should no longer get cut off when the background image is less than 1000 px in height.

Hi Jolien! Thanks for reporting this in. I've shared this with my team and have it documented.
As a workaround now, if you don't have any content in the markers, you can replace the whole block.
If that isn't an option,
- Try Using "Inspect Element" via right-clicking the area and edit the CSS for the height of the image to push down the menu.
- This will allow access to the Edit menu.
