I think this is a "known" issue from what I can see with this thread here: https://community.articulate.com/discussions/articulate-storyline/adding-scrollbar-to-text-entry-field-in-storyline-360?page=2
In order to get a scrolling panel with the text box, you would need to switch to Classic Player. If you try to insert a text box into a scrolling panel using the Modern player, it doesn't work.
