Looking for a Portal/Intranet Solution

You might want to look at BuddyPress with BuddyPress Docs; they're WordPress plugins and work with each other (Docs is a plugin on a plugin).

You'd also need a membership solution (there are many, I like s2Member) to restrict access. The only tricky part would be pulling in the external data; best bet might be to hire a WordPress developer to write a custom plugin for this.
WordPress has evolved into a full-blown CMS; it's not just for bloggers any more.
