I think you might not need that many states, especially if you can reduce the final answer to one number for Cost, and another one for User Experience. In the attached sample, I put the triggers on a layer, so I only had to write them one time, not once for each slider. You will have to set up your own math, but I did make Global Reach count one-half against UserExperience, just to show a broader scope of possibilities.
