The need to track questions complicates things. This articles describes the quiz data that Storyline submits to an LMS/LRS: https://access.articulate.com/support/article/quiz-data-sent-to-an-lms-in-articulate-storyline
The Reporting and Tracking Options window allows you to indicate one or more quizzes or other options to track completion.
However, whatever option is done first is the one that gets reported to the LMS. And the course would be marked as completed at that point, too.
The exception: if you have a quiz that's set as a Pre-Check plus a separate Final Assessment.
In this case, if the user passes the Pre-Check, the data from that quiz will be submitted, and the course will be marked as completed. However, if the user fails the Pre-Check, Storyline will only submit the data from the Final Assessment.
So, based on the info you want, I suggest you do three separate courses, each with its own Pre-Check and Final Assessment. That would ensure that folks don't need to view content if they know the answers to those questions.
