Older SCORM files convert to HTML?
It sounds like you are attempting to republish the older SCORM packages so the story.html file is output as HTML5. I do not believe you can do so.
The SCORM package output can be understood as a snapshot of the course. Changing anything about that package (such as republishing it to a newer version of HTML) means that you have to take a new snapshot, which involves getting out the camera (Storyline) and reassembling the items you want to photograph (opening the course itself).
And if all you have is the snapshot, you can't recreate the photograph at all.

(Though if you have the "snapshot," aka the SCORM package or the files published for the web, you can cull some of the items needed for creating a new snapshot with a new file.)
