This type of design can't be done in Rise 360 because of how completion requirements are structured. You'll need to have one of the three options selected before you publish a course, and none of then allow you to select a pre-assessment as a conditional completion requirement. With that being said, this can easily be done in Storyline 360 using triggers and variables. Here are some helpful articles if you decide to take the Storyline 360 route:
