Problems with Drag and Drop

Remove the "Jump to slide this slide" trigger from the layer close buttons. This is resetting your slide every time it is run. It is effectively like a page refresh.

You also do not need to add the "Resume timeline" triggers to these layers. This is automatically handled by the layers, provided you have the "Pause timeline of base layer" selected for the layers, the base timeline will resume when the layer is closed, provided it base timeline has not ended.

I think where you will run into problems, is resetting the position of the incorrectly dropped elements.

Also, by not using one of the Drag and Drop templates, you are losing the built in functionality and configuration options offered by templates such as the Freeform Questioning > Drag and Drop:
