Good question, DeNo! Yes, spaces are counted as characters for translation billing.
A couple of other things worth knowing while you're budgeting: Storyline slide notes, alt text, and the underlying formatting markup (bold, styling, etc.) all count toward the character total too, since markup adds characters even if it's not visible text. The one exception is text baked directly into an image, since that's not translated, it's not billed either.
