You can only upload published Storyline 360 content to Review 360 if it was published specifically using the instructions outlined in this article: 

• Review 360: Manually Upload Storyline 360 Courses

If the course that you are uploading was published in Web or LMS format, the course author will need to republish it again using the correct procedure to allow you to upload it to your Review 360 account.
