Review 360 not showing Feedback

When publishing in Rise 360 and using 360 Review, the feedback tab is not showing.  I have tried repeatedly and performed tests with coworkers.  This has never been an issue previously.  I have enabled comments.  I'm on a time sensitive project and would appreciate any insight quickly.
