The file has multiple triggers that do that same thing a different "whens." Those triggers sometimes conflict with each other:
The attached file is edited so that the triggers to enable/disable the buttons only run when the variable changes, with conditions based on the value.
Also note that the triggers that add to or subtract from the variable don't need conditions. When the buttons are properly disabled, the variable will never get too high or too low.
Final note: I also deleted the repeated text boxes from the moving group. I think it's confusing to see text in the right-hand slots when the right button is Disabled and the user is on the last item. So in the attached version, viewing the final layer looks like this:
