Yes, you can certainly share your Rise course with other authors now and you can find the directions here.
This is only helpful if the person has a subscription to Articulate. It isn't helpful when you have to send the course file to a client, who may need the files if they want to hire a different ID in the future.
There is no file it is all cloud based so the recipient will need a subscription.
