SCROLL PANEL ALTERNATIVE
I have been looking into a method to emulate the "click and move" feature used on the Google Maps. There are a few discussions on using the vertical and horizontal scroll panels simultaneously, but...
Here is another version of this alternative. In this version, the object remains in its current position when the mouse is released. (the "snap item to drop target" is unchecked).
