Hi! I have the seekbar set as "drag seekbar upon completion". After completing the video, when returning to the course the seekbar not got enabled and the next button is disabled.

Sorry to hear you've also run into this setback!
As my teammates have shared, we are tracking a bug in Storyline 360 causing the conditional seek-bar to behave inconsistently, when revisiting layers which are reset to the initial state. I've included your voice in the bug report, so we can notify you as soon as a fix is in place.
