I'm afraid you cannot remove the shuffle option from the default, built-in sequence Drag-and-Drop interaction.
You can change the font of the drag objects, but it doesn't look like you can modify or remove the numbers that are assigned to the responses.
If you'd like more options for this question type, I'd recommend submitting a feature request.
In the meantime, if you'd like more control over your Drag-and-Drop interaction, perhaps a freeform interaction would work better for you?
