Showing a layer after a set amount of time

Is it possible to show a layer after a set amont of time? For example, if there is no activity on the base layer after say 20 seconds, I'd like to show/display a new layer with instruct...

You can have the objects on your layer only start at 2 seconds on the timeline. Even though the layer will open right away, the user won't realize it since it will be blank for the first 2 seconds:
