Slide Layers - Hidden base layers showing up
I'm still having the problem, but when I created a ticket, they told me not to have my Storyline file on the network. That seems to have helped it some. I hope a fix for the bug will come out soon.

You're correct that saving your file on a network drive can cause erratic behavior, so we recommend saving your file locally. I see my teammate, Darwin, was able to fix the issue by unhiding the base layer texts in the slide layer, then hiding them again.
