Sorting Activity - sequence drag and drop

Is there a way of recreating this sequence drag and drop in Storyline 360....

While there isn't a way to change the normal state of the shapes in a sequence drag and drop, you're welcome to submit a feature request to our team.
You can, however, adjust the color of the hover, which is under Custom 2 in Theme Colors:
