I came across this discussion as I was looking for the answer to this same question. I wanted to have a seek bar for an entire scene instead of a separate seek bar per slide. Since this discussion was 6 years, I wanted to check if there's any update on whether this is possible. Thanks!
Oddly enough I don't think a solution for this has been added within the past 6 years, but maybe someone will join the conversation here and help with a solution. Good luck!

We still haven't changed how the seekbar behaves in Storyline 360. I’ll be happy to pass your thoughts on to our product team, but you can also feel free to detail them more through a feature request!
