The data that Storyline needs to resume a course is stored in the LMS.
It sounds like your course exceeds the LMS's limit for suspend/resume data. When that happens, Storyline saves as much data as is allowed, and resumes a course based on that. The result? A user resumes the course at an earlier slide than where they were before.
If you published the course for SCORM 1.2, that's likely the problem, because it has a very low limit. Talk with your LMS folks about using SCORM 2004, edition 3 or 4.
