Tabbing not working

Which screen reader are you using? The text will never take focus it will only be read by the screen reader as you use the up and down arrows. The interactive objects will take focus as you tab.
I would suspect anyone with accessibility needs will use Jaws or NVDA. Is it not behaving how I suggested?
