  • ADDIE is a framework to produce learning experiences. An LMS is a method of delivering those experiences

As PhilMayor says, ADDIE is a framework. You may also know "ADDIE" as "SAT" - a Systematic Approach to Training. You do not need an LMS to plan, design, develop, implement, or evaluate a course. But if you want to distribute a web-based course, or have learners download or access content of some type and then track that (or give everyone an electronic evaluation), you would use an LMS to do that.
