It appears to be a Rise course which uses the third-party "Mighty!" plugin for Rise.
They look like gifs stacked with some mighty elements
Nathan_Hilliard PhilMayor - So basically, If I am just a RISE user with no knowledge of third party "Mighty!" or mighty elements I can't accomplish this?
You can build it all in Rise, you can stack the gifs and just create an image for the wave at the top
