Rise lets you track completion in one of the following ways: 

  • By percentage of course completed
  • By passing a Quiz
  • By one specified Storyline (SL) block with a completion trigger

No matter how you track, you can ensure someone "completes" interactive blocks by putting a locked CONTINUE button after each one.
