I think I know what you mean.

It may not be exactly what you want, but you could make a lesson in Rise and just call it "Resources." You could put all the PDFs or things you want to sit out of the way in storage in that lesson. Then, you could copy the links to them and insert them just as hyperlinks in text in your actual lessons. As long as both lessons are in the same course, it should work and you won't have an attachment block sitting in the middle of your lesson. 

To avoid students going to the Resources lesson in the course, you could put an Exit Course button at the end of the final lesson that happens before the Resources lesson.

If you really wanted to, you could even label the Resources lesson something like "Resources - DO NOT ACCESS."
