The "target" looks like an icon/image carefully pasted and sized on top of the "O." 

"HOME" looks like a font with an outline. PowerPoint includes the ability to adjust fill and outline colors for text, so that word could be set up in PowerPoint, and exported as an image.

Caveat: Using an image of text impacts accessibility, because it changes how a screen reader will read what's on the slide. It would also have a big impact if the course needed to be translated.

It looks like you could create this by inserting an icon over the "o" in the font.  You might want to reach out to @jonathonHill, the creator.  He is pretty generous with sharing information.

Hello - Judy's absolutely right, I created it in Powerpoint using the WordArt settings, as it's not currently possible to add outlines to text in Storyline itself. Then I combined it with a target icon in Storyline.

She's also right to say this method poses some translation and accessibility obstacles. In a live project, I'd add Alt Text to the image so it can be read.  But if it needed to be translated, I'd have to make the titles again.

I made this on a plane journey, without access to many tools, so it's a bit basic and not my usual workflow.
