My initial thought is that the issue comes from a Blackboard setting. We can test the theory by uploading your project to SCORM Cloud. Check out this step-by-step article!
If your course works as expected in SCORM Cloud, then I would advise you to reach out to Blackboard for help troubleshooting this issue.
