Unable to Publish due to Permissions
I experienced this recently as well for a file that'd been translated. I wasn't allowed to publish the course to a new Review link either. The solution from support was to (re)localize my copy, after which it could then be published to Review.
I'm not sure about Rise, which is what you seem to be speaking about, but for this particular Storyline issue, I've gathered it's more about who translated the .story file.
If I remember right, Articulate allows us to retranslate a single course after updates more or less as many times as we want without it counting against our courses-per-year max. I'm sure you can expect people are clever and will try to get around those limits, and one way to do that may be passing around an already-translated .story file and simply "updating" the content to that of an entirely new course.
