“As counter-intuitive as it sounds”? You haven’t read enough posts on this forum. You wouldn’t believe the of people (to be fair, many of them are working for government agencies) who produce exactly that; slides filled with text (hundreds of words) and a Next button at the bottom.
My suggestion, (if you can’t get a digital version) is to scan the pages, probably do OCR (to have some control over the text formatting and style), and put it on slides. Way lot easier to design than the true e-learning course you have already created. Probably faster, although 200 pages is a lot.
