Using a Slide as an Introduction to the Quiz that doesn't Randomize Order with Questions

Is it possible to have a title slide for the quiz (with some instruction on it as well) that stays locked in place even though the rest of my quiz slides are randomized in order? Thanks in ...
When I Added an instruction screen as above. It negated the requirement to answer all the questions before submitting the quiz.
