I'm not a programmer so I can't offer any practical solution. However, I a few years ago one of our customers did work with NGOs where they had remote laptops that couldn't connect and had an issues similar to yours.
If I recall, they ran some sort of virtual server on the laptops. Users would access the course, when they were offline, it stored the info, and then when they went back online, the info was passed to their database or LMS.
That's all I know, though. :)
Hopefully one of our more tech savvy users have some ideas to move that one forward.
