Variable Reference Not Displaying?

That is what's politely called "unexpected behavior." In other words, there's no good reason why the reference shouldn't display when the value = 0.
It's possible that something on the slide got corrupted.
First, be sure the file is on your local drive. (Opening and editing a file over a network can corrupt it.)
Then, I suggest you delete the text boxes with the variable references, and insert new ones. Maybe that will help.
If not, try quitting and then relaunching Storyline. Maybe even reinstall it.
If none of that works, I suggest you submit a case directly to the Articulate staff: https://access.articulate.com/support/contact
This response makes me feel a lot better about not being able to logic my way to a solution. I've tried all your suggestions, short of reinstalling. Looks like I'm off to contact support!
