What platform/language to choose when creating an online course?

If you're still looking for options, then I reckon you can achieve the creation of the course without any significant coding. I see online courses as a "tech-enabled" business — not the one that requires heavy technology infrastructure.
An out-of-the-box solution mostly works the best for educators/creators with an audience who just wants to create and sell their training material.
If you're already on Articulate, then there's a plugin (GrassBlade xAPI Companion) to upload your Articulate Storyline or Rise 360 content to WordPress directly. On the other hand, LearnDash is another robust WordPress option you can consider.
I am a part of an online course creation community (Create Awesome Online Courses) that also offer one of their WordPress out-of-the-box solution in CourseCats. They even offer a "concierge service." But that solution could get really costly at about 600 $ per year. LearnDash is much more economical.
