What the...?

Hello,

I am trying to get this to work; as we can see from the below image I am trying to set the layers to DIM the others when selected:

But, when clicked, it doesn't work! It doesn't dim, the base layer AND the avatar on the layer isn't hiding...??  How set this so that the other layers dim, and the avatar is hidden when the submit button is clicked ?
