Why doesn't this work on mobile?

This is the page I'm having issues with, specifically the uploading submission layer.
The user is supposed to click the three buttons at the bottom to get a popup with more info. Usually I'd do this a layer but it's already on a layer so its just a shape with all the bits in it that starts as hidden then the button changes it's state to normal. Easy peasy.
It works perfectly fine on desktop where I've tested it but on mobile the boxes don't change to be seen. The button reacts as if its been pushed but nothing happens.
Any ideas?

FYI- the link you provided is working for me on Android with Chrome, Firefox, and the Samsung Internet browser. I can't check on an iPhone.
Thanks for looking. So just to confirm those 3 buttons on the middle page are working for you on mobile?
Yes, they all displayed a layer-like object.
