Why is default in Review 360: "Publish a new version of an existing item"? Can this be changed?

My issue is that "Publish a new version of an existing item" doesn't work; it creates a new item, with a name I'm already using for a different module, and then my Feedback notes are gone, so my client isn't happy. See the attached video.
