Zoom regions placed at 0:00 of the timeline don't trigger
In previous versions of Storyline it was possible to place a zoom region at the beginning of the slide timeline so that a slide could begin "closeup" on an initial focal point and then be zoomed out...

There is not, but you could create a new slide with the image cropped to appear at the same size/dimensions of your zoomed in version. That way it would look like the same zoom across multiple slides?
If you're looking for something else, perhaps you can share a bit more information on your setup and folks can offer any other ideas or workarounds.
