Display issues on slides with multiple layers

Is anyone else having this issue? In Storyline, when I have a slide with multiple layers, the contents of the last layer appear over the base layer. It makes no difference how many layers I have, the...

    It's impossible to tell from the image you posted, but here's my best guess: You inadvertently clicked the Lock Visibility icon for the layer. 

    Those eye icons on the right side of the Layers panel let you control what's showing during editing. By default, only the base layer has its visibility locked. But if a layer's visibility is locked, its contents will always appear while you're editing the slide. 

    If that's not the problem, then I suggest you upload a copy of the .story file with only that slide.
