Including both mandatory content & optional/selectable content in a course
I need to create a course in which all users complete a first, more general series of lessons, then must select from a list of lessons that's appropriate to them, based on the state they work in.

I agree with DavidTait. If it's all within one big course, you can't be sure that someone completed the part(s) they should. To ensure that folks complete the required content, it'd be better to put the state-specific info into separate courses, and assign those as needed. And when someone transfers to another state, they'd only have to go through the content for that state—without repeating the general content.
Having separate courses would also make it easier to update content for a specific state, and reassign that content as needed.
