Standard Rise or MicroLearning?

I'm designing a national learning programme for healthcare staff on clinical audit. There will be an introduction to clinical audit, followed by 7 topics (one for each stage of the audit cycle). I will need to add an assessment that learners must pass to get their certificate of completion to apply for CPD points.

Am I better off designing 8 individual microlearning modules in Rise? If so, can I set up a locked assessment that learners can only access once they have completed all the modules? And can I package all this together as one learning programme on an LMS?
