Changing Label Language after duplicating a Rise course

We consistently develop our training in English and then duplicate the course and translate to Latin American Spanish and Canadian French.  I have not been able to figure out why I can't change the language of the label set for the course I have duplicated.  It should be as simple as going to the settings and selecting French. None of the labels change.  I must be missing something. 

Any ideas or suggestions would be appreciated.
