I am having exactly the same issue and I also have had our IT team check the endpoints. I get the same display as shown above when I try to access the Content Library images through Rise. If I try through Storyline 360, I get the view I have attached here. I am using the latest version of Chrome, but get the same result on Edge. Running WIndows 10 on a touchscreen HP Elite x2

You may need to get your IT team to enable the Articulate Endpoints:

These endpoints are enabled by our network already. This one user in 26 having this issue.
