Translate Labels link not working and missing Label Tab

I have a course in 14 languages. I successfully duplicated the English version 14 times, exported the xlif files, had them translated, and imported each one to it's corresponding language version. It worked perfectly!
I have one problem. I now want to translate the Labels. I am not seeing a Label Tab in settings. Instead at the bottom of my Translation tab I have a Step 4 that reads:
Step 4: Labels
Translate buttons, tabs, and other navigational elements. Translate labels
where "Translate Labels" is a link. When I click on it, it takes me to the home page of my course.
What is going on? Is this a bug or am I doing something wrong?
Ideally I would like to import an xlif file with the languages but will do it manually if I have to.

Thanks for reaching out! Your browser may not be redirecting you properly, but you can just click the labels tab right next to the translation tab.
From there you can edit the labels manually or export the XLIFF file for the labels.
If I had a label tabs for these 14 courses, I would click on it. That's part of the problem. It's not there. When I create a new course however, it is there. Which made me think. I just copied one of the 14 courses and now I see the Label tab in the copied course. So that's my work around. Thanks.

Are you the course owner for those 14 courses?

Good question! I am not the course owner. I am a course manager. Someone else created them and now I'm editing, etc. Do you think that's why I don't have the label tab?

I have this same issue. I'm also a Course Manager and not the creator. Can I get access to the Labels and other tabs?
Only the Course Owner has access to the Labels settings.
