Feature Request: Bring back the ability to adjust top and bottom individually in all blocks

At one point in Rise, we had the ability to adjust both top and bottom padding individually. At some point in the last couple years, top and bottom padding adjustment is combined as one adjustment for most blocks, with the exception of a few. 

When padding is combined for top and bottom, it doesn't take into account that as developers we want to be able to visually present content at it's optimum. Being able to adjust padding for both top and bottom separately allows for that optimization.

Please back the ability to adjust top and bottom padding individually, rather than combined top/bottom.

    My bad. Didn't notice the ability to unlink them allows for individual adjustment.
