Trigger Panel Layout Control

This thing is driving me CRAZY!!

Why are triggers moved around and what order are they based on. Why can't there be a setting so the author can use the up down arrows to move triggers into an order that makes sense to them? Sometimes the arrows are active, sometimes there not. WTH!!!

This software is the most user UNFRIENDLY I have ever used.

Please please for the love of everything that's holy, give the users some control over their environment!!
