Everyone's take on Rise vs. Storyline is a little different, but I'd characterize Rise as a great way for anyone to create responsive learning including things like courses or performance support tools (like in this example: https://community.articulate.com/e-learning-examples/rise-a-collection-of-ted-talks-about-leadership ). Storyline3/360, on the other hand, is great for authoring highly interactive learning—gamified courses and immersive scenarios, for instance. Hope you enjoy playing with Rise!
